You should have got received an initial quest marker (look in the Assorted area of your quest journal). Find the disturbance near Shed Tongue Neglect by following the objective gun. You will receive the Chaos Forge mean tome after finishing this small quest.Make sure you are patched to at least Skyrim area 1.6 in purchase for the pursuit markers to appear.
